Messed-Up Activation Sequence

At this crossing, Hickory Street in Denton:Image A train was approaching on the mainline (the gated crossing). The gated signal on the right in the photo activated and the gate went down. After that the rest of the signals activated and the other gate went down. This didn't make any sense. If the other(eastboud) gate had lowered first it would have made sense to prevent vehicles from stopping for the second signal, and and by doing that, causing a vehicle behind them to stop on the mainline.
