I saw a few of those kind of gates in Maine. Most Of those were in the Lewiston/Auburn area.

two interesting things I see in this pic the first is that that locomotive is fitted with an "all bells forward" Nathan P-3 horn(there's usually at least one bell reversed) the secound thing is it looks like that unit has a WCH E-bell mounted on top of it's cab!

It's probably just the bell on the crossing signal mast sticking up above it. There's a standard locomotive bell up in front of the exhaust stacks. I'd be surprised if the locomotive had two bells.
