I think it would have been easier and cheaper to just add another light set to the main masts:

Agreed... however if they really thought the extra signal was necessary for visibility issues, they should have placed the third signal on the left approach instead... like in your link, I would place the third signal in the area where the mailboxes were located.

Mail boxes look like there on the RR ROW anyway but I agree thats where the third signal should go.
