There is already something similar to that, used as a temporary sign in constructions zones. I believe there is a picture on the site somewhere with them, but I could have seen them elsewhere.

I bet thats the road department signs when they were working on the road they threw those signs up, if it were the railroad they'd move the signals if it were long term or install them on temporary bases.
