I don't think so, especially since the signal is partially blocking the exit.

I agree Mike, but why the sidelights then? Maybe they are planning to configure the road around the signal somehow?

I don't know how that can be possible, unless it's changed to a one-lane, one-way road. The side lights were probably put there by the railroad just in case.
