Identify Crossing Light Bracket

Has anyone seen this type of crossing light mast bracket. I was given this and it looks unusual and old. The lights are US&S Co. Instead of bolting to the mast, this "Manifold" goes inside the pole going down to the base and another 4 inch mast goes above up to the crossbucks. I have the top and bottom poles and they have 4 bolts each that tighten them to this manifold.

Probably a Union Switch and Signal (US&S) bracket.
