The reason the crossing is like that is that the siding(s) are at a lower level than the main. In situations like this, I wish the railroad would raise the sidings to the same level as the main at the crossing.
It does appear that the suv was going too fast for the conditions. Two lane urban street, intersection, railroad crossing, oncoming vehice waiting to turn, all good reasons to slow down. This driver was being an asshole and speeding and deserved what he got. I'm just glad he didn't collide with the turning vehicle.

I suppose the 3 horn honks was either his alarm system malfunctioning from the jolts, or possibly the airbag deploying. But wouldn't it be funny if his head hit the steering wheel 3 times?

I kind of agree. With it being that bad of a crossing to the point that somebody set up a web cam for it... there should definitely be some sort of warning.
