That makes sense. Those big trucks are so high off the ground the driver probably wouldn't be able to see a regular gate and crash right through it.

Thats just freakin stupid. You don't design a railroad crossing signal setup for optimal visibility for a vehicle that is stopped right at the crossing, you design it for optimal visibility for approaching traffic. No matter the size of vehicle, they should have no problem seeing the standard height gate arm upon their approach to that crossing.
More folks trying to fix something that isn't broke, and more pain in the ass stuff for some poor maintainer to have to contend with, and more expense for the railroads to bear. About as big of a failure as that ridiculous "EVA" junk.
