Almost looks like a cross between a GRS/WRRS and a WABCO gate mech.

I would think more of a GRS/WRRS unit.These units are pretty rare.I've seen one out in the Elkhart,IN area(CSX).

Those definitely seem to be specific to the west coast. I haven't seen any that look like that in my neck of the woods.
