Those white signs do stand for right of way. In this case, it signifies city, county or state owned land that is used for a road or highway.

I was able to take a picture of one recently so people can see what they look like better. Thought it might help in showing what they look like even though the meaning of the sign is already clear.
It's not the best picture due to weeds being in the way.
