Strange Railroad Crossing signals with traffic lights

Strange Railroad Crossing signals with traffic lights

When I was searching on google maps of the Hawaiian Railway (witch is a narrow gauge heritage railroad) I found these strange railroad crossing signals that had what looks like traffic signal lights and strange gates

Those signals do in fact have traffic light sections for the lights. The gates are also usually found at drawbridges, In fact, I have never seen any gate like that used at a railroad crossing before.

Maybe they did that because they have no freight railroads in Hawaii and don't have any railroad crossing codes?

You can see the signals active for a very brief moment by going to the 3 minute mark in the below video. As you can see, the signals flash awkwardly... and at least one of the gates on the side opposite Costco failed to go down. :TDOWN:

I don't think that reasoning would make them exempt from being bound to the rules of the MUTCD.
