I put my detective outfit on and Google'd the phone number on the sign in the picture. It looks like the signal is in front of a Mexican Restaurant and the address is 3318 Forest Ln, Dallas, TX.

The few signals of this type out there that are still in service... the lights have usually been "upgraded"... like the video I posted.

You can find some clips in places here from Ames and Boone back in the Cheap and Nothing Wasted's days...
I remember the good days in the early 80's when the Clinton and Boone subdivision crossings in Ames, Boone, and Nevada were littered with these and WRRS wig-wags... before CNW went crazy upgrading all their crossings along the line.
