Those aren't white LEDs.. they're WCH "Clear" LEDs and they will light up red when active. As for the purpose of them (except for on the mast beside the cantilever), I'm pretty sure they serve as the engineer's indication that the signals are operating.

(Could you tell that was St Louis?)
They do the same as in Kight's video. The lights are white and they flash while the gate is lowering, and then go solid. I believe if the train operator does not see a solid light (for instance the gate is not all the way down due to a car being in the way)... they have to stop the train.

It's like a light rail line in New Jersey that run between Trenton & Camden. The only difference is that all crossings there like the Metrolink Light Rail are Safetran.
