If it wasn't for that one weird signal on the eastern side of the crossing, I would think the western side had something to do with the road intersection next to the crossing

Having pedestrian signals at a crossing seems like an Australian way of having a crossing:

I wouldn't be surprised to find out that the remaining signal doesn't even work either.
Also, the lenses were yellow and not red, so I think they probably used to flash 24/7, but are now out of service:

Agreed. There is no railroad "control box" at the crossing.
