What is this?

I was perusing around on Google Maps when I found this oddball of a sign that says "SOUTH" under the lights. There is one for the other signal that says "NORTH" too. Can someone explain to me the meaning of these signs?

Maybe for indicating the side of the crossing the signal is on?
Odd to see black-painted 12 inch lights.
