It could be installed like that because of a possible obstruction, had the lights been mounted normally.

Where are these? It looks like it's underneath an overpass, so that may have been a factor.

And yes, there is a bridge for the PGBT exit. But it does not obstruct the signal whatsoever. It was just installed like that.

There could've been a sign in front of it for a while after it was installed, but was removed a little while later.
