Conrail was a huge fan of those things and the fact that there isn't a bell there makes me think that this is a Conrail install.

Yes, Conrail had a lot of lines here in Ohio. I love those lights! I know they weren't the best design, but their uniqueness is what makes me like them so much. Gotta find me a set of those!
