They weren't there in 2007. What I'm thinking is that the mast there now is a replacement from the one seen in the 2007 images, and it could have been arranged off-site and just put up.

The FEC (Florida East Coast) railroad does things like this. This crossing in St Augustine now has a double set of front facing mast lights on both sides:

Pretty much exactly what Zach said... the gate masts where replaced for some reason and it looks like they come off the truck with lights, a crossbuck and bell already attached and are just plopped into place. This crossing did not have rear mast lights before, so that part is an improvement.

I've seen another crossing like this somewhere along the line, but can't remember the exact location.

Instead of removing the old crossbuck when CSX decided to replace it, they just mounted the new one right on top of it!

Pretty interesting upgrade, I like how they kept the old crossbuck. I must also mention the beautiful location that this crossing is at!
