These usually tend to be put in when there isn't enough room at the crossing to put a gate mech on a separate mast from what I've seen.
Yes... this is more common than you might think. Here are a few in my hometown.

On this crossing, the newer one on the left used to look like the one on the right until it was knocked down about 5 years ago. In this case... just as brick said, there is not enough room for a separate gate mast due to the alley on each side of the track: https://www.google.com/maps/@39.78706,- ... 6656?hl=en

This looks like a very complicated setup. This is a 3-way traffic intersection combined with a railroad crossing,combined with a drawbridge and its traffic setup. The lights on the gate appear to be Western-Cullen-Hayes No. 1590 gate lights.

I've always thought those signals with the extra lights on top were weird looking. As of this year, I have found out they are more common that I thought they were. Yet I have yet to see one in person.

Another active crossing in Mobile, AL. This one appears to be malfunctioning as I don't see any trains nearby:

That's most definitely a malfunction, considering how when you go past the crossing on the road there, the gates remain in the same position.
