Non functioning is my guess. Looks like it is supposed to have another light above the sign as well.

Nice find! Its probably cheaper to just get the lights,bells and crossbuck without buying light brackets and build their own masts.

That is the first time I've seen a Double Crossing on a divided road quad gate setup.

The old signals are on the UP line in San Diego. And the new signals are on the MTS line.
