Noo help needed: Western Cullen 333

I got this WC 333 and want to make sure it works as I was told it does. How can I apply power to it?

Standard 12V wall wart type rigged with alligator clips? Car battery charger on low? Trickle charger? Saw someone use a train transformer as well.

Only need it to work on demand as man cave art.



And why is blue wire attached? I suspect I should detach it as its target is no longer around?
