Not sure the whole story... but I'm assuming at one time these were active crossing signals. As you can see, the lights are gone and just the crossbucks remain... on an active line! There might have even been gates if you look at the markings on the left side mast. There is even a power source off to the right by the tunnel.

I can't quite understand why there wouldn't be signals here since the crossing is so close to the tunnel.

perhaps the road doesn't get much usage, or it was vandalized.

Crossing signals at an entrance / exit for a gas station. That's a new one for me!

If you look down, you can see the tracks it is protecting. And if you look to the left you'll see another signal with a gate and the relay box.
