Those are Safetran S-85s, IIRC. Conrail was a huge fan of them.
Interesting bell mounts there. Surprised they are still hanging on as they don't look too sturdy:

Found some oldies at Elmhurst in Victoria, Australia. I believe these signals still remain in place today (although the line is out of service):

Here is a traffic signal controlled crossing. My theory on how it operates is that when it activates it goes to the bottom yellow, then the middle yellow, and then to red, probably all solid and no flashing.
