Apparently those signals hadn't been functional for years, the crossing was flagged when there was a train, here is a video of it being flagged.

The track that the caboose is on a piece of track that was part of a line that ran from Grand Rapids to Indiana. I found this display when I followed the line on Google Earth, the track is gone but you can still see where the line was.
