Kind of an interesting setup they've got here for signalling a taxi or bus! At least that is what I think it is for!

That appears to be a reversible lane for busses, taxies, and cars with three or more occupants between 6 AM to 9 AM Monday through Friday.

Pretty much. However, I suppose the fines are steep enough to discourage people from disobeying them, as I never see anyone ignore them.
