Looks like it might not be, not taking the fact that the crossbucks are backwards into account.

In my opinion... it's better because a driver is going to pay more attention to the stop/yield sign (and maybe actually obey it). When it is lower down on the pole, plus under another sign, it's kind of lost in the mix.

It is common in Oregon for signals at pedestrian crossings to have that setup, there are several crossings on the site with signals like that in Oregon. :TUP2:
