Because those are three separate crossings. If they were all interconnetcted, then there would be an "X Tracks" sign present at both ends.
Sorry, I had time to look at your StreetView links at the I replied (but not the video) and only noticed that the other signals weren't visibly active, and noticed the lack of "X Tracks" signs.
I'm not gonna lie, but that looks ugly when you upgrade only the lights on a classic signal without upgrading anything else, or at least repainting the signal to make it look new with the lights.

The is kind of common around here in northwest Ohio and Indiana, probably in other parts of Ohio as well but oddly enough not really in southeast Michigan. Tommy and I have several crossings like that on the site, it isn't uncommon to see bell-less setups like that around here as well.

Seems to be common-practice for CSX in Ohio to pretty much have all of their gateless crossings have 12 inch LEDs. I don't know why, but probably for safety reasons.
But that is pretty strange, maybe one of the bells died and instead of replacing it they just added another bell.
