By the way, I have always remembered DC's pedestrian signals having the walk indication flash, even before they got countdown signals. That was one thing that stuck out to me when I was there in 2001 compared to pedestrian signals down here.
Ah yes, the good-old "dancing man" indication. They did that as a trial run for the MUTCD (it didn't get adopted), and it was done to remind pedestrians to be on the look-out for any turning cars.
