It looks to technically still be in use. And along with the recently installed gate, i could possibly think its still in use.

Based on all the trash lying on the tracks, I'd say it's a good chance that is abandoned.
Six years ago it looked like it could have been in service. Although I think it is now a different story. The "NEW LEVEL CROSSING CONTROL AHEAD" sign was still there in May of 2016, although the equipment at the crossing looks pretty old.

Wheel Operated Crossing in Horsham, England.

It looks as if upgrading work was just getting started here. The crossing received an upgrade in late 2012.

Must've been one of the last crossings to get halogen wigwags in the UK.
