Why do traffic signals in Quebec tend to be different from other North American traffic signals?

This is a bit unusual, inverted SORS signs being used on traffic signals which protect a road tunnel in Sydney. The traffic lights are incandescent which is now rare in Sydney, as nearly all have been upgraded to LED in the last couple of years. The signals are normally green and are only changed to red when there is an accident or obstruction in the tunnel.

Further along the road is this signal with yellow incandescent lights which look to be old

Not actually found on google maps but in real life, 2 days ago. It is the first time i see a black & white chevron instead of our regular red & white ones.
