That's a Harmon crossbuck, which does use a different front. Conrail was a huge user of them, though I have seen a few elsewhere. There is some evidence that CSX may have used them at one point.

Well, outside of two early 2000s CSX installs on the ATN, there aren't any other CSX crossings (current or former) that have Harmon crossbucks:

No. I forget the name of the company, but it's some Dutch company that makes all of the crossing equipment for the Netherlands. It appears that a lot of their stuff is based off of GRS/WRRS equipment.

EDIT: The company name is Machinefabriek Alkmaar (Machinefactory Alkmaar).
