That is why at first glance I thought it was just a signal on display owned by the railroad museum next to the crossing. It just looks so awkward. Here it is in 2012 without the tend the fencing rope thing, still looks pretty awkward.

Can't be. That's a gated crossing. Looks like that is just the advance warning sign that you're seeing. It does look like one though from that view, at first glance after clicking your link I even thought it could be one.
