Looks like there's some long-dead industry there, with the parking lot having been on the opposite side of the road from the building. It was also likely originally a private road back when the industry still operated, but that doesn't seem to be the case now.

These gates for the entrance to the South Tynedale Railway are made to look like hand operated crossing gates.
