It just looks like a regular malfunction to me. The crossing is dropping out and picking up pretty quickly. It's really hard to tell though what would be causing it...without actually seeing what was happening in the case...
I see that crossing has WABCO Model 75's...nice. The best part about those are probably the contact setup...and the hold clear. Those hold clear units probably would outlast the motor, although...the motors they used in those are probably the quietest ones out there... They're bullet proof...since they have no moving parts.

Actually, in the beginning of the video...you can see the gate start to go down...and then stop...so it was adjusted right...it's just the momentary release of the hold clear that let it go down a bit...just before the power up contact closes. That happens at Emmons Blvd. alot here in Wyandotte, when Conrail's crossing momentarily drops for no reason and the gates start to decend and then catch...
