well either the lights were hit on this crossing signal or the company who owns this line doesn't know how to mount lights!

very lucky to live two-three blocks away from three teardrop bells. one of which i see at least once a week!

Most likely hit by a vehicle or caused by weather.

Same signal was being maintained on in 2016. Wonder what they were doing considering the base was open.

Looks like the initials of Rebel Railway Supply Co., who makes an RSI-LED variant that appears to be sold in Alstom light-heads:

Unfortunately their site doesn't have any pictures on it, though I have found a set of their LEDs in use on the TSRR recently. The LEDs look exactly the same as Patco/RSI LEDs (along with that fourth variant of unknown manufacture), except they say Rebel Railway Supply Co. on the breadboard and don't have an RSI logo cast into the lens.
