#1. It would've likely have just flashed continuously (assuming it doesn't still work) even when there isn't a train around to help draw extra attention to the crossbuck, especially since it has a stop sign.
#2. For many years, prior to 2015 when railroads here in the US were supposed to have the blue ENS signs installed by, the railroads were given more freedom in how they did it in most places*, so you had a variety of styles and mounting locations for their emergency information, if they posted any at all. As such, the railroad that owns that line likely decided they wanted to use a green ENS sign.
*Delaware has/had their own specialized green ENS signs that were posted on sign posts at every crossing in the state prior to 2015.

However, since 2015, the design**, placement, and colors of the Emergency Information signs have been mostly standardized by the railroads as the blue sign we all know and love, located on the mast of the signals. As far as I can tell, there are two "official" designs:

However, some of the railroads, such as CN, CP, and CSX, all have their own designs for blue ENS signs, with CSX having at least two or three variations on theirs. NS has also experimented with a few different ones over the years (including a blue version of the older white ones that they used to use all over the place), but have adopted the first blue one above as their standard design, though with slightly different spacing and font choice.

IIRC, I believe the CFRC had their own DOT tag (Most likely a revamp of CSX's old DOT tags.)

very lucky to live two-three blocks away from three teardrop bells. one of which i see at least once a week!

Keep in mind that 1, The images date from late-2012 2, These areas may have been regenerated, 3, the signals are most likely gone now, and 4, is that these have most likely been posted before.

one of them is still according to google earth pro as of 2018 actually!

wonder if the gs e-bell over the street on this cantilever went dead and they replaced it with a gs e-bell on the gate mast and left the e-bell there on the cantilever?
