okay now that is confusing having five light heads instead of three.

The signal is vertical, so the green goes in the middle, while the arrows go to the bottom, if the signal was horizontal, then the arrows would go to the 3rd and 4th section while the green itself goes to the 5th, here is an example of one in Tampa, Florida, this is under an overpass, so the signal is facing horizontally so drivers can see the signal property. This would avoid confusion with drivers in the straight lane becoming unsure on whether the signal is telling them to turn left.

Also, to answer your question on why there are five light heads (Aspects) that is because it is in a turning lane, so if they are to get a green arrow then they have the right of way, if the light is green but there is no arrow illuminated then you have to yield to other traffic to proceed safely, these are similar to your doghouse signals and your four aspect protected signals.
And being that it's Illinois, the fact that they require a minimum of two indications for each movement (I forget how exactly do describe it) means that both of the arrow signals are needed.

...because the width of a train doesn't extend much further past the tracks and the parking stops are far enough away from the tracks?
