It honestly reminds me of those old Griswold/RACO/Safetran cantilever masts that often get modded as mast-only installs.

(Can't remember if the chopped-down cantilever I saw on Long Island still had its ladder or not.)
It's a Griswold Base with Federal Signal 12x20" lights and a WCH Type 3 E-Bell.
So it looks like it was a cantilever at one point, then.
