That is going too far in my mind. Because they took off the arms they are dumb? The railroad probably told them to take them off. Besides there is still good protection there. This is a shortline, they wouldn’t spend more money then they need to.

Was this a busier road in the past?
I really don't see a set of cantilever signals being necessary. Maybe they could install just a couple recycled mast signals and if visibility is a concern because of the hill on the one side, get a taller mast pole for that side and mount an additional set of lights above the crossbuck.

I'm with you. It seems like that was the way to go, but who knows, the railroad may have put up a pair of 12" lights:)
