Mexico-Train Hits Truck - Signal Not Working

This is in León, Guanajuato, Mexico. This crossing is odd. There is a non-functioning gated signal on the approach before the intersection. The truck was turning off the road parallel to the tracks, and the train was coming from behind him, which is why he didnt see it. There is no signal for the direction the truck was coming from.

Mexico is kinda known for a lack of investment in their infrastructure. Apparently it ain't to uncommon to find non-functional equipment down there.
