If I were to guess, I'm thinking this is an old SCL install that once had 8 inch lights before it was upgraded to Safetran 12x24s by CSX in the late 90's/early 2000's

Those lights may even date back to the 1980s! Although I'd say 1990s. And based on the orientation and design of the bases, I'd wager that's most likely an old ACL install, as the ACL appears to have typically oriented their bases away from the road, while the SAL typically oriented them facing the tracks.
