^ this. 99% of retail businesses/businesses in general are in leased space. There are several former bank buildings in my area that have been abandoned for years with no new tenants that still have electricity inside.

Looks like it was under construction at the time GSV went through as well.

It was, hence why there is a roadwork stating how work will be going on for pretty much almost two years!
