Reminds me of SCL signals, only with a mini-bell, IMHO. Love those old Walpar cantilevers.
Installs of that style (8 inch mast lights, 12 inch overhead lights) seem pretty rare outside of the SE, however. That's one of only about 2 I've ever seen that wasn't on a SE Class I-owned line, if I'm gonna be honest.

Probably a replacement for a Griswold bell that died a long time ago, so someone replaced it with a WRRS Mini Bell, keep in mind, this is a Griswold installation, not a WRRS installation, especially for it being on what i assume is an ex-Northern Pacific line!

Actually, it's a Safetran EM installation since I see the lights are Safetran as well as the Safetran logo placement on both EMs. So it probably replaced a Safetran Mechanical Bell that died early.

I don't see any Safetran logos on the EM signals though? Also, WRRS mini-bells were made up until sometime after WCH came about (so 1976, at least), so...
