That's actually in Memphis, TN.

The crossing is also in action again in Feb, 2019, although bell on this signal has since been replaced, unfortuntely:

I do plan on going to this crossing, as long as I take caution there.

That doesn't look like a broken gate. Just an extra gate on the ground and the attached gate has its break-away adapter turned at an angle.
