How could anyone in their right mind have figured that one lone wigwag was enough protection for a 9 track crossing? There's not much to see from the opposite approach.

Back when that wigwag was placed it was the state-of-the-art warning device. There were 99.5% fewer cars in the LA area as well, and that may have been a rural crossing at that time. The sheer number of tracks likely had somebody thinking that SOME kind of warning was necessary.
Pacific Electric put up a ton of wigwags back in the day, and that might be one of them. It's not mounted on a wooden pole like a lot of PE's wigwags were, but that would explain why it works for only a few tracks.
