Managed to grab hold of a 2019 view, appears that the land of where the Italian restaurant and the gas station appear to be getting redeveloped.

I should've referred to the school sign, i swear a few years ago the speed limit was 20 MPH, unless it varies in other states.

I'm guessing either to let emergency vehicles know that the traffic light has detected them (as some are set-up to do that) or to show that the crossing has gone into a preempt mode (due to the crossing right there).
