What are those strange orange this where the bells should be?

Its similar to the 4" Gate light you sometimes see ontop of signals. These lights are just to let the enginner know the signals are working properly. If they weren't flashing, it means something is wrong and the train has to slow down and cross at a restricted speed.

arnt the little red/white lights on the side of the light unit supposed to tell the same thing.

They're supposed to, but if the light doesn't light up very well on some lights (for instance Modern Industries), then there's no way to tell.

I saw that video once before.

Those signals were installed because of a crossing collision that caused a lawsuit.

They were done in a low-clearance fashion with the hinged-tongue gates and bells on side mounts because the crossing is on the access road to an airport.

Those lights on the signals are actually marker lights so planes don't clip the signals.
