This is my first time seeing a setup like this in the US. Where the gates are always down at the crossing, and you have to stop at the designated spot and wait for the gates to go up before crossing. (also note bell mounted on relay case)

Appears the gate lights are active at all times. Mast lights must only operate while the crossing is active for a train event.

I wouldn't be too surprised if it's similar to the MCB-OC crossings over in the UK as well, where the lights are only one shortly before and while the gates are lowering. Definitely a strange one regardless.
