I followed that line north for a few crossings and found all the masts to be missing crossbucks.

I do not like the appearance, but guess they are just trying to save money.
The greater the height the greater the distance from which they can be seen.

Overkill: Metro Denver will typically have FIVE traffic signal heads seen from your position on a four-lane street.
One 8-1/4" signal head on the mast.
One 12" signal head over each through-lane.
One for the left turn lane
One on the opposite far corner.
We get used to so many lights that when one goes to an area with a reasonable number of signals, it seems not enough.
