That's actually common. I caught 2 CN SD75I's both with all bells forward K3L's,

Here's some more about that one.
The 5471 had a 1st generation K5[H]L (1, 1L, 2, 3, & 4A bells) which was, somewhere along the way, converted to a rearward facing K5[H]A; the 1L & 3 bells were replaced with 5 & 3A bells.
